Committees

ACEC California Committees are our backbone. They enable our organization to effectively carry out the goals, programs and activities that our membership desires. The ACEC California committee structure is organized into six focus groups called Program Areas:

  • Operations and Planning
  • Membership Development and Services
  • Legislative
  • Procurement
  • Promoting the Profession and
  • Business Practices and the Regulatory Environment.

Annual Conference Committee
This committee oversees the planning and scheduling of events for ACEC California’s conference held annually in the spring. The committee is responsible for selecting the conference theme, breakout and roundtable topics, general session speakers and entertainment.

Association of General Contractors (AGC) Liaison Committee
This committee meets quarterly to discuss issues and recommend coordinated actions by AGC and ACEC California. The issues discussed include financing for transportation and other infrastructure, contracting out, standard forms of agreement, design/build, labor laws, professional registration, governmental affairs and public relations.

Board for Professional Engineers, Land Surveyors and Geologists 
This committee evaluates and develops recommendations on policy proposals before the State BPELSG.  The committee also represents ACEC California at meetings of BPELSG and its committees.

Business Management and Insurance Committee
This committee reviews business related issues impacting member firms and provides timely, pertinent information to the membership. The committee spearheads Indemnity/Duty to Defend support for members, is a resource for legislative review of contractual items and administers Standard Forms of Agreement and the Salary Survey.

Caltrans Liaison Committee
This committee meets monthly in Sacramento with Caltrans officials to discuss broad public policies, including contract administration, project management, revisions to standard forms of agreement and technical issues.

Continuing Education Committee
This committee directs ACEC California’s Continuing Education Program which provides opportunities for educational and professional growth for engineers and land surveyors. The Committee also plans all ACEC California-sponsored seminars.

Corps of Engineers Liaison Committee
This committee meets quarterly with Corps representatives to discuss and act upon areas of shared interest, including federal funding, organization of the Corps and improved working relationships.

Engineering Excellence Awards / Issues Forum Committee
This committee manages the annual Engineering Excellence Awards competition. The competition – one of the most prestigious in the design industry – recognizes firms who design and achieve outstanding engineering projects. The committee also selects projects to participate in the national-level American Counsel of Engineers Companies (ACEC) awards competition.

Health Insurance Trust Committee
This committee meets bi-annually in Sacramento and by conference call when needed. The Trustees are dedicated to providing the ACEC California membership with an innovative and comprehensive program that offers quality health care and competitive rates. The Trustees oversee the investment strategy and protection of the assets of the trust funds. The Trustees are appointed for a three-year term, which is approved by the Board of Directors. Trust positions are appointed when there are vacancies.

Land Use/Environmental Sustainability Committee
This committee discusses land use and environmental issues and makes recommendations to the Legislative Review Committee, the Continuing Education Committee and the Board of Directors.

Legislative Action and Legislative Review Committee
This committee reviews member suggestions and new legislation sponsored by others. With the ACEC California Board of Directors approval, they develop new legislation for introduction by ACEC California. They also make recommendations to the ACEC California Board of Directors for ACEC California positions on legislation. Term for this committee runs Jan - Dec 2017.

NAVFAC Liaison Committee
This committee has the task of enhancing working relationships between the A/E community and the Southwest Division (SWDiv) of the Naval Facilities Engineering Command (NAVFAC) and to address issues of common interest/concern consistent with the objectives of both. Specifically, the stated purpose of the committee is “to improve operating efficiency of both parties”. The committee currently consists of representatives from SWDiv, ACEC California and AIA and meets monthly to prepare for the annual symposium on doing business with the Navy.

Political Action Committee (ACEC National PAC, California Liaison Committee)

This is the ACEC national PAC, governed by our national organization in Washington D.C. It is a non-profit, non-partisan organization formed to benefit ACEC members through support of the national (federal) legislative program. It is registered under the Federal Election Campaign Act passed by Congress in 1971. In addition to federal election laws, ACEC/PAC complies with all applicable state and local laws. ACEC/PAC accepts voluntary contributions from eligible ACEC members and, in the interests of ACEC and all ACEC members, uses these funds to support candidates for federal elective offices. ACEC California has coordinated a committee in California to help this program effort.

Prevailing Wage Law Committee
This committee gathers the best available information on prevailing wage law and communicates that information to the membership. When appropriate, the committee also seeks clarification of the law from state officials.

Professional Surveyors Committee
This committee serves as ACEC California’s liaison to both ACEC’s Council of Professional Surveyors (COPS) and the California Land Surveyors Association (CLSA) and addresses land surveying issues when needed.

Public Relations Committee
The mission of the Public Relations Committee is to educate the public for the purpose of enhancing the image of consulting engineers and to illustrate the accomplishments of the consulting engineering profession in improving the safety, efficiency and comfort of the modern world. The committee develops and oversees ACEC California’s Public Relations program.

QBS & Local Agency Contracts Committee
The committee reviews the policies of government agencies concerning the procurement of design services and, when appropriate, recommends changes to those policies. The committee informs public agencies about the practicality and value of Qualification Based Selection (QBS) procedures. The committee works to build coalition and educate both ACEC California members and public agencies on the law regarding QBS.

Rail Liaison Committee

This committee meets periodically with representatives from the High Speed Rail Authority (HSR) to discuss and act upon areas of common interests.

Scholarship Foundation Committee
This Committee solicits donations to the ACEC California Scholarship Fund, awards scholarships to worthy engineering and land surveying college students and encourages young people to pursue careers in engineering and land surveying.

Water Resources Committee

This committee evaluates and develops recommendations for governmental policies on water supply, water quality improvements and water runoff controls.
