Mark Smith
Legislative Advocate
Mark is a registered lobbyist and works to implement ACEC California's legislative agenda in the State Capitol, testifying before committees and regulatory agencies. Mark is staff liaison for the BPELS Committee, Construction Management Committee, Land Use/Environmental Committee, QBS and LAC Committee, the Seismic Safety Committee and the COPS & CLSA Task Force. Jim Corn
Principal Legal Advocate
Jim Corn is the principal legal advocate for ACEC California and an attorney with Stoel Rives, LLP. His legal practice emphasizes administrative law, including licensure, public contract and land use matters practicing in the firm's Sacramento office, Jim represents individuals and entities licensed or regulated by the State of California; matters involving fiscal disputes with the State of California; public contract matters; and land use matters with local and State agencies. Keith Dunn
Contract Legislative Advocate
Keith Dunn is ACEC California's lobbyist with legislative experience in Sacramento and Washington DC. He implements the association's legislative program, working closely with the Legislative Action and Legislative Review Committees. In addition to managing all elements of ACEC California's legislative program, Keith also advocates for industry positions at the state Capitol and with regulatory agencies. He is the staff liaison to the Legislative Action, Legislative Review, Water Resources, DGS, Caltrans Liaison and Corps of Engineers Liaison committees. Keith is a graduate of UC Davis. Gene Erbin
Contract Legislative Advocate
Gene Erbin is a partner with Nielsen, Merksamer, Parrinello, Mueller & Naylor, LLP and the primary legislative advocate for ACEC California's Infrastructure Delivery Council. He specializes in the legislative process and governmental affairs. Gene's expertise includes environmental compliance and civil law.
